1970 RR Gas fill in quarter panel ?

I am going to look at a 70 Roadrunner project up in the hills next week and the gentleman selling the car is telling me that there are 2 gas fillers on the car. One in the rear like normal and one on the right quarter behind the wheel well similar to a charger. He says it came that way directly from the factory and thinks the car might have been a track car or something else, but he is not the original owner and has no way to verify it.

Has anyone ever heard of this. I don't think this was even an option. I am thinking it has to be aftermarket/custom job.

that looks like the california emission plumbing , I bet it was a california car , but it wouldnt have an extra filler opening
