1974 Dodge Coronet Rear license plate bracket

Hello, I was wondering if the rear license plate bracket is supposed to open upwards to access the fuel filler cap?
I find it really difficult to understand why the bracket is opening upwards instead of downwards because if I want to add fuel I have hold the bracket up with one hand and remove the filler cap with the other hand, which makes it very difficult to add fuel. I cannot even get the fuel nozzle in properly.
Also the fuel filler pipe seems really deep and hard to reach, it is really deep behind the license plate, the pictures don't show it properly.
It all seems original though.
But this can't be right, can it?

What car? I have never seen one that has to go up. 68-70's B bodies all open by pulling down.
 
That is how it works on 2 dr 71-2 Plymouths and 73-4's go down...

1974 Dodge Coronet
My original all stock '73 Coronet custom sedan opens in the opposite direction and it is not a problem to fuel up. It opens downward. Can you flip it? I'll send pictures later today when I get to the car.
 
Found a drawing in my workshop manual and it's supposed to open upwards.
Still very clumsy since you have to hold it upwards while re-fueling and taking the fuel cap off and on and locking it with a key.

What I do is keep a small piece of wood aprox 6" in my truck. I use it to hold door open. Its
like having 3 hands.
