I once bought a 65 Belvedere with a 451 in it, and the compression was 180 across the board, it ran smooth, but had no power. And it had a strange sounding ex note. Everything was fine. I finally pulled the front cover, and found that the cam had been installed with the keyway on the crankshaft lined up with the timing mark on the large sprocket. the timing marks HAVE to be lined up with each other. This was putting the cam at about 20 degrees advanced. That's just not right. It was closing the intake valve way too early, which resulted in abnormally high cranking compression. The C/Ratio was only 10 to 1. Pull your front cover and check the cam timing. Also adjust the valves, that should help.
