Typically cars ordered with this tag were for top executives in Chrysler as personal vehicles or occasionally as race vehicles. If that fender tag is original, what's interesting is that it doesn't list any of the other codes, and normally it would at least have the options stamped in addition to the "special order" stamping (like the sample pics snakeyes posted). Did you find a broadcast sheet?
Thanks for the information. That's why I love this site! You learn something new everyday. Though it is interesting with this tag that it's not in addition to, but the only thing on the tag. With out the broadcast sheet you have no idea what this car came with. I guess at this point you can make it what ever you want! Not necessarily.
Typically the Special Order tag is in addition to, not a replacement for, the normal tag. The build tag would likely still be needed for building the car.
The Special Order tag is not that uncommon. As posted above, many fleet cars, like cop cars, received them. There are numerous reason why the tag was used. It could be due to paint, trim, or a lot of reasons. Without knowing the "why" (the reason for the tag)the "what" (it got a tag)is irrelevant.
