68 Front bumper question

On my 68 Charger why is there a bumper bolt on each end that doesn’t bolt to anything? It just goes through the bumper, that’s it.

Well it would seem that whoever restored this car didn’t bother to put them on. Would that bracket attach to the tab above with the captured nut?

I guess they’re not too critical. I’ve had the car five years and the bumper hasn’t fallen off, lol. And yet part of me thinks that they would help to carry the bumper and take a little stress off the other mounting points.
