70 Roadrunner Inner splash shield questions.

I am trying to put a 70 RR back together that was a complete basket case. I am wondering about the fender inner splash shield I have a set that I am cleaning up and getting ready to install. Do these get put on before the fenders or after the fenders are installed? I am a photo guy so any pictures you can post would be greatly appreciated, also should they be black or body color?

Sorry, no pictures, but you can definitely put them in after the fenders are on (and is probably easier to do so). You don't even need to remove the front wheels, but you do need to jack up the front end to get the wheels out of the way.
