73 charger Floor pan rust

Can I make a patch panel or should but a new 1/2 pan?

Depends on what you want for the car. If you're just looking to make a 'driver' and not worried about anyone looking under it, then a plain patch would be fine.

If you're looking to 'restore' the car, put a repo pan in it...don't have to use the whole thing, you could still just use it as a 'patch' too.
 
if that is the only bad spot you can get away with a patch,but if the rust extends out farther than you might end up putting in a patch the size of a new floor pan anyway.
 
Cut it all out, replace, there's a lot of thin metal in there, the damage goes beyond what you can see.
