No its a C for Jefferson Michigan

No. It's G for St. Louis. C plant built Chryslers and Imperials. 1973 Chargers were built at Lynch Road (A) and St. Louis (G). Sometimes the tail on the G is stamped so lightly it doesn't appear.

Look at the difference between a G and a C:

Fender tag was gone. But thanks to information on here I did find the number on the radiator support and it matches.
Does this car have its fender tag?

Definitely fond the numbers on the core support and cowl.

Thank you very much. I can see this being confusing as its really hard to tell it is a G. But I can see it now.

Just found this thread. Excellent info from the contributors, especially the inimitable 69Coronetrt. Sadly, this comment ^^ is unfortunately true. A close buddy of mine went through a couple of years battling with the DMV on his classic Olds, some time ago. Good luck with your situation.
 
Go to the DMV with your documentation and ask to speak with a manger.

FWIW- no, a "23" body is not a rallye.

Rallye package was not coded in the VIN.
It should be, but isn't always an option code on the tag.
Sometimes only the code for the sport hood or blackout is on the tag.
 
Maybe call DMV and make an appointment with a manager type person. You may get shut down just showing up at the counter.

If your state has private titling businesses like we have here in Ca.) you might try one of those too. They usually have an "in" with the state DMV and can get things done that us mere mortals have trouble with.
