On second thought, I know the answer. Buy a new one.

If you can blow through it, it's good. It's not a valve exactly but mainly a vent tube.

The cap is loose and is nothing but to keep debris out of it. Its an open tube thru it

If the breather gets plugged, it can create pressure which can force oil out the axle seals. I've seen some that get plugged due to oil vapor and dust collecting in them. It can easily be cleaned if necessary.
