To ME, "aircleaner to pan" means EVERYTHING between. As stated before, what some might think that means, you might not or what ever. If you think that is the same to you, use that as leverage
 
if he removed the accessory's to put on replacement motor , given he has already tried to screw you
I'd be questioning why he replaced a "good running motor "

Probably going stroker, that's why all these perfectly fine stock 383/440's are getting thrown out. 383 is a great street motor in a B body. Still good point, it's a good question to ask the seller.

What engine are you buying? I would pay different amounts for a stock rebuild 69 440 HP versus a wheezy factory 78 440.
 
if it's a complete running motor, I would want to see it running on an engine stand before paying him. Once he has your cash, you are in trouble if the engine has problems. Then, as others said, if it's worth to you what he's asking, without those parts, buy it. Free country. He can ask what he wants, you can buy or not.
 
A/C to oil pan used to mean complete engine. Now all it does is establish what's included from top to bottom, apparently not front to back; that requires asking more questions.
