When I bought my 68 Charger it came with a lot of extra parts including a circuit board. Is there any way to test it to make sure it's good?

Think of a circuit board as a wire loom, it routs power to the gauges and lights, only the wires are flat and bonded to a board. Use a continuity tester to check if each circuit is complete...PS look for burns or breaks in the circuits....

This is good advice. When you check continuity, put the tester probe at the top of the pins as the solder may be broken at the base of the pin , causing intermittent continuity.
If it’s broken , simply re-solder.

Thats all 100% correct, also as stated the solder joint can break but it will look solid but have no or intermittent contact. So if you test and you get nothing gently push or wiggle the connection. If you have to re solder use a 500 watt not a 1500 or higher iron as its easy to burn the board.
