What is the correct procedure for preparing the cleaned out side window gutters for primer, what is used to smooth it out?

I was thinking seamsealer or is it filler?

I used seam sealer as even as possible then drizzled wax and greese remover and carefully smoothed it down with a small paint brush turned out pretty good
