Fender tag decoding?

What do you have there? An old 68 Police car Polara with a 383? I took a swat at some of it, but some of the codes are off.
 
It's a 69 RR. What's weird is that the RM21 is on the last line where it should be, but the sequence number is on line 1. I heard they made them like this....but I've never seen one. I know what the 1st K2 is. I know what N96 is. I know the V21 code. But I don't know what all the other numbers mean in line 1 and 2, and the end of line 6. I don't know line 3. The 68 in line 4 is also confusing. The 2nd K2? H2X, X9 D21?
 
The second K2 is that the roof is the same color as the body, H2X is the trim package of the interior, X9 is the color of the doors on the inside, D21 is 4 speed manual trans.

Typical 69 Lynch Road tag layout....

Line 1: 01116 310476 9A299938 2 digit gate, 3 digit base and six digit sequence number related to production of the body in white. 9 = 1969 model year A = Lynch Road plant 299938 = part of VIN
Line 2: 925 643 603 925 engine assembly code = 383-4bbl HP 335 horse painted orange for installation in a B body with a manual transmission; 643= rear axle assembly code = B body 8.75 axle with 3.91 gears and Sure Grip 11" drum brakes = A31 axle package; 603 = transmission part number = four speed manual transmission behind a 383
Line 3: 26 26" radiator. Came with the Axle package
Line 4: 68 N96 (strange x?) 68 = (V)68 = stripe delete. N96 = Fresh air hood Strange X = probably an inspectors stamp
Line 5: K2 K2 H2X X9 V21 K2 K2 upper and lower part of the car painted K2 Vitamin C orange. H2X= Interior code = High trim level, vinyl bench seat in black; X9 = inner upper doors painted black to match interior, V21 = hood blackout
Line 6: RM21 E63 D21 618 312089 RM21, 63, 21 = Road Runner model with 383-4bbl and four speed transmission. 618 = scheduled production date = June 18 (1969) 312089 = Vehicle Order Number

Nice car meant for serious business! Four speed 3.91 gears with Air Grabber; hood treatment. Stunning Vitamin C orange with black interior. Nice find but something is catching my eye. Any chance you can post a picture of the tag?

You don't see a black vinyal top? Or would that be on the BS?
