That's a somewhat antiquated looking locomotive, even for the 1930's.
I'm not even sure it has an electric headlight.

Buffalo and Susquehanna Railroad? If so, then #163 was built in 1908 by Alco-Brooks. That photo would be pre 1932 when it was renumbered in B&0 livery.
