New federal crash standards that were enacted January 1st 1970 required the reflectors in the taillights. They also made the wingcars illegal to build after that date,due to them having the nosecone instead of a 5 mph crash bumper.

The 5 mph standard wasn't enacted by 1970. That came later. I've read that an early standard was 2.5 mph.

It was 1973 when the fed bumper standard was enacted for 5 mph front, and 2.5 mph rear... for everyone. The next year 1974, it was 5 mph for the rear also. I remember seeing the big, ugly, hideous Ford bumpers that were the worst. Chrysler did an admirable job cosmetically. The pintos, mavericks, torinos, ltd's... were ugly, although it was a good platform to step/stand on when working in the engine compartment. Ooo... those were the days....
