He listed them as "two new quarter panel parches". After looking at the sections that are cut from the car's quarters, a large "patch" panel (at least the size used for a Convertible) would be needed to repair the damage.

I think the add should have ran like so .
New 1/4's nice rust free fenders nice roof and hood good vin and title for a 70 cuda . For $3000 and if you buy all that you get the remains of this cuda free of charge .
Not for nothing but it's not that bad being a n.y. car I've seen worse .
