Ignition problem

1967 Belvedere, converted to electronic ignition.
It's been parked for 10 years, without running.
Just brought my 440 back to life and I have a problem with it.
The engine while in park, will rev up to around 3000rpm and then
it goes flat ( won't rev any higher ). It has fuel pressure.
I messured the volts at the battery ( 12.50 ).
Measured the volts at the wires for the ballist resistor ( 11.50 ).
Measured at the ballist resistor connected to the ballist ( 5.50 volts ).
Measured at the coil, positive/negative ( 3.2 volts )
Are these good numbers ?
 
Make sure the mechanical advance (and/or vacuum adv) in the distributor is not stuck. I put Mr. Gasket gee whiz light advance springs in my BB a long time ago, and did the same thing because the mechanical was all the way out at idle.
 
Could your exhaust system be severely restricted? What about the heat riser valve? (if you have stock manifolds). Is it frozen closed?

Are the voltages measured while the engine is running? Voltage across the coil while running is usually more than what you have. Maybe 5-6V. Low voltage can be point gap too big (low dwell). Check the dwell with a dwell meter. Should be about 30 degrees.
 
Hey SteetRebel: Howdy from a fellow Missouri boy! Well, I was a few years ago anyway.
The coil voltage is definitely low. On mine (73 Runner) it's a little over 7 volts when running. Something isn't right if you get 11.5V at the ballist resistor and only 3.2V at the coil + terminal. (These are all with the negative lead of the voltmeter hooked to chassis ground.) On mine the ballist resistor hooks directly to the coil +. If your meter includes an ohmeter, check the resistor resistance. Mine is 5 ohms. Check the resistance with the ignition off and make sure there is no voltage at the resistor before checking its resistance. You may need a new resistor.
You may also have some electrical contact issues in the connectors with the car setting that long--contact cleaner/lube helps with that.
I've been through problems like this with mine.
