Is this a by-pass valve?

1973 Charger SE 318 with a/c, no cruise

The old vacuum lines were missing or plugged in wrong spot.
Found this switch or it might be a temperature operated vacuum by-pass valve?
Hooking up new vacuum lines for new rebuilt carb and need to know what the broken switch is?
I have a vacuum by-pass on other side next to temperature switch which I know goes to OSAC valve.
If it is another vacuum bypass what lines go to it?

I would get the FSM and look in the emission section. Is the vacuum routing tag still under the hood? Looks like none of it has been in use including the EGR. Are you planning to get all the emission items up and working? If not plug them off.
 
There was no routing tag under the hood and FSM was no help. I will plug it off.

My understanding of the temperature bypass valve is that when the engine reaches a specific temperature, the bypass opens and sends vacuum to the vacuum advance canister on the distributor.
