Manual drum brakes distribution block

I'm starting a drum to front disc conversion using Doctor Diff's stage2 kit and power booster. I have some questions.

1. Can I reuse the the manual drum distribution block and if I can, will brake performance be effected?

2. I have admire you guys that can get the old stuff off in 1 - 2 hours. I having nothing but problems, mainly with removing the ball joints.
The FSM says to raise the lca until the uca is off the upper rebound bumper. The PO has cut the bumpers off flush to uca(why?) so don't have to lift much.
Is tension really causing the ball joints not to release from the spindle? The lower ball joints are removed from backing plates.

If you bought a kit from Cass, he should have provided you with the proportioning valve. The distribution block won't work. Here's why. Front discs require about twice as much pressure (PSI) to operate them as the drums do. The proportioning valve has an orifice that regulates the pressure to the rear drums.
The ball joints are tapered so they have to be forced out. No idea why someone would cut the bumpers off. Some people should never be allowed to wrench on vehicles. Brakes are way too important so make sure you get them right.
