Oil pick up openings depend on what?

So I guess 1/2" off the sump floor is a no no?
I know oil is traveling throughout the block and heads when running/racing, but why would there be no oil at all in the sump over 3/8" while the engine is racing?

What makes up the 505?

440, race balanced stroker assembly from Hughs engines , 10.3 c.r. , CNC ported victor type heads < flowchecked by a drag racer friend , flow more than advertised 270 trickflows , solid roller cam <melonized gear , full time oiling to the rockers < restricted , polished victor intake , alum. w.p. and rad. , 1200 cfm throttle body fuel inj. system ..

I'm going on the lane of 1/4 off the floor. I found that my last engine builder had it 1/2 off the floor. That was why I was perplexed as to the acceptable heights.
