painting chrome rims

so the chrome steelies have some rust too deep to buff out. want to paint part of the rims. besides ruffing up with 400 and wiping down with prep, is priming needed. using por15 caliper paint as i have two pints left from another job. only want to paint the lip where rust is, leaving most of the chrome.
