About a year ago i bought a police 318 from a coworker. He clamed it to be stroked and bored at 11 to 1 compression it also has j head but he called them 340 rat heads (I've never heard of such heads) it also has a portmatched offenhouser intake. He clamed it made 500 wheel horse but that seems a little to good to be true it spins like it should and the plugs looked good. I'm wanting to put in my 72 satellite. Can any of you guys give me your guess on it's horse power and torque

Leave it alone. If anybody told me that, I’d scream you’re full of ****!

If it really is 11:1 you're going to have a hard time getting good fuel to run it

do a cranking compression test
squirt some oil in the cylinders and do it again
but
if it's been sitting for a year (if this is a flat tappet motor) drain the oil and put some break in oil in it and spin the oil pump with a hex shaft rotating the engine around at least twice
then do the compression test

I don't understand.
It's a police motor or not?
In other words is he saying it has been changed from original?
If not, I think you will find it probably has 360 open chamber heads.
Remove a valve cover and look at the casting number and you will know.
If it is from the 80s it came with an electronic Q jet probably as well.

Yeah, I've never met the guy, but I already don't believe a word he says.

During the 60s the 318 sold in Mexico had a similar configuration you're talking about it had a 340 cylinder heads and a forged crankshaft it produce 280hp sadly I discard that engine when I buy my 68 coronet

head casting numbers should be easy to get as well

while you're looking- see if the valve seats look to have been cut, and mic the cam lift.
