Question about paint codes

I'm just curious. I was looking on Hamtramk Historical site at the paint codes for 1974. Red is E5 and black is X9 but on fender tags they're listed as FE5 and TX9. Why the difference?
 
First letter indicates first year of use.
For example, several shade differences of B5, depending on year. (I think E is 1970, I could be wrong. In that case, FE5 would be 71. PLEASE, correct me if I'm wrong guys).
 
The first letter is the year the color became available. FE5 became available in 1970. For example EB5 became available in 1969 but changed to GB5 in 1971. The first letter is the year.
 
Same as the engine stamps. A F440 HP is a 70, D440 is a 68, G440 is a 71.
 
Another example:
Bahama yellow /butterscotch appeared in 1969 as a 96 or 99 code, late year, then disappeared for 1970.
When it reappeared in 71, it was coded EL5, (from 69).

And just to clarify EB5 and GB5 are both medium blues but they are not the same color... The 71 color GB5 replaced the 69 color EB5

I may be wrong, but could the TX9 you are referring to be for the interior? Then the "T" would stand for Taxi trim grade. At least that is what it show for 69-71 cars in my white book.

But I've seen TX9 on fender tags as the code for the exterior colour.

Different use of the same letter and different context.
