Rocker arm shaft installed wrong by engine builder?

I have searched the web and this forum for rocker shaft orientation. If I am understanding the orientation of the oil holes correctly then these are orientated incorrectly?

Thats what i read but my interpritation may be incorrect. To me the picture has the oil holes twards lifters not valve. i think a simple picture showing rockers and oil holes on shaft would make it idiot proof. I am in process of reversing shaft.

There are no slots on my shafts.
 
Aftermarket shafts don't always have the slots (my Mancini shafts don't anyway ). Holes need to face down, or else when you open the valve cover with it running you will get a face full of oil. The previous owner of my car installed them wrong and the lack of oiling scored the old shafts.
 
the oil hole should be at the bottom and angled to the outside of the head.

There are no slots on my shafts.

There's know way to misinterpret the book, the holes are not inline with the bolt holes (or at least shouldn't be) so you simply make sure they face towards the valve....... if it's facing the lifter swap it end for end and your good.
 
I also take a center drill and bevel the oil holes slightly.....and small blocks have the ends slotted for placement. Never seen a big block with slotted rocker shafts before.
