Seering column/ Couple issue - Need help

Bearing sits in plastic. Individual ball bearings are between steel race. It is two piece race and individual ball bearings are held between both by spring pressure against bottom race and locking collar. If you post pictures of what you have from lower bearing area it will be easier to tell if you are missing anything.
 
I'm going to make a better system. Something with needle bearings...I've got some ideas and I'll post up my solution. There were no races or ball bearings when I opened the column lol. Just rusty dust!

So I got a needle bearing that fit the inner shaft and with a small spacer made it fit into the plastic cage. There isn't any play anymore when I assemble everything. I've also found a seal which I will attach to the back side with a couple of tiny screws. Pack it with grease and all done.
 
So since my column was plagued with issues while reasembling I realized that this would not work since the inner tube slids into that plastic cup - I managed to ger a needle bearing with a 1" inner and 1 1/4 outer diameter and was able to tap it into position and lock it into place in the inner tube - Bingo! snug as a bug and no slop. Just waiting on parts for final assembly.
