The very bottom light is a "protected green arrow" and the one right above it is a "protected yellow arrow".....dozens of them around here in this area....

Pretty sure the yellow arrow doesn't indicate a turn is "protected".
In fact- the opposite NOT protected, unless it acts like a standard yellow but only for the turn.

We've started getting new lights installed with a flashing yellow left turn arrow in between the yellow and the green lights.
It's a welcome change as they usually replace a light that previously showed green and also a red "no turn" arrow for left turns.
