Nope. Scottish kilt is 9 yards of material and you lay down and roll up in it to put it on. It's known as " Putting on the whole 9 yards." This reference is centuries older than ammo belts.

The first known use of the phrase as an idiom appears in The Mitchell Commercial, a newspaper in the small town of Mitchell, Indiana, in its May 2, 1907 edition:
