Timing mark question.

A quick question. The rebuilding book I'm looking at states to put the timing marks close as possible (i.e. crank gear 12 o'clock and cam gear at 6 o'clock) together. Reading on this site, this is wrong and that both marks need to be at the 12 o'clock position for the motor to be at TDC on #1 cylinder. The 12 o'clock position on both gears has the lobes on the cam facing away from #1 cylinder, so I'm thinking this is right, but am I? What is the correct timing mark set up?

You are supposed to install the marks facing each other, then rotate the crank 360 degrees (one revolution) so that the cam mark is facing up.
 
May I suggest to degree the cam ? Start out with establishing actual TDC on #1.
