thats clearly wrong,and an odd thing for them to say.
when you turn in a registration or bill of sale for a 71 and older car,you get back a title.
in ny state.
I think the fact I was from out of state messed up the process. This happened 10 years ago, an odd situation I wouldn't get into again. Guy with the car had a lien against it. Went to the credit union, cleared the lien with my money. Went to the DMV with the lien release.
I just dug up a copy of what the NY DMV issued - "New York State Registration Document" marked "Transferable" and issued in the seller's name. Anyway, I got a PA title, and later sold the car in PA with no issues.
