Valley Pan Question

When I started installing the valley pan noticed center port is not cut out on heads, there is a port on heads and on intake. Whats this for? Do I need to cut this out ?
 
That is to allow heat from the exhaust to get under the carb. It makes it warm up faster. If you drive your car in cold weather it's a good thing to have open, but the cooler the intake charge the more power you get so if your car takes the winter off (like mine) go ahead and install the valley pan as is.
