What could it mean?

That car is a fraud. The vin number clearly shows the sequence number as 179825. The rubbing on the body shows 46?564. Not even close.

Good eyes.

My friend just center punched a deer with his car and the radiator support will have to be changed meaning the numbers will change. The radiator support is one place to look for authentication but just because the numbers don't match, it does not positively indicate something fishy is going on. They are just part of the puzzle.

There could be a legitimate reason a 40+ year old car has had something replaced.
 
I was a body man from about 1968 to 1988 and replaced LOTS of core supports. They were built to support the radiator and provide a brace for the hood latch and something to align the front of the fenders onto. They were simply stamped sheet metal and were quite frankly thin and flimsy. Lots of times if whatever you hit was higher than the bumper it would bend the core support and it would be replaced. We NEVER restamped any numbers nor did we replace any stickers that were located on them.

I have learned all kinds of stuff on this thread. I am having a 1969 GTX inspected next week. Nice car, and no drama.
 
I have in my hand 2 partial invoices: 1) for a 69 Bee w/ a y21 code = special handling code & instructions y22 =corporate leasing 2) on a 70 Bee y21 again & y28 company car states it's a pool car @ Huber Fdry (foundry?)
