Good minds think alike.It's a bosom angle estimator for custom brasserie makers. Dial in circumference, cup size, and perkiness. The lower the overall final vector, the more material needed.

I thought of that too but it isn't modern looking enough and I've seen those.HUD boresight instrument/tool.
The two cylinders say it is for measuring volume or pressure and the many adjustable scales say it is a testing device or calibration device. That's as far as I have gotten.
