That must be a misprint. 7,044,328 gallons of fuel would weigh more than that tugs' gross weight of 580 tons. In comparison, a railway locomotive usually carries around 3,500 gallons.I believe VINIK NO 6 is the tugboat moving the SS UNITED STATES down the east coast.
