I don't plan to put the paper gaskets back in but will use the 3 Bond or Permatex #2 to seal it up the ports and black RTV for the ends. Does that sound correct?
The valve cover bolts were still loose from when I was checking the rocker/valve action.
Well if anyone is interested, I pulled the intake today and look at what I found on #6 and #8 ports. No wonder it was having issues. I guess the previous owner had a oops during assembly...
You nailed it!! I sprayed around each intake port and sure enough when I hit #8 the rpm's picked up! Gawd I love this site!
Thanks to everyone who responded; much appreciated. Now comes the fun part of pulling the intake off and checking to see what needs to be sealed up. It's always something!

There is a vacuum port on that intake runner for the air grabber and the power brakes. I will plug that off and see what happens.
I will also try a different plug wire and report back.

I mounted my MSD box under the frame that houses the headlights on the passenger side. The wire run is short to the distributor and nobody ever spots it. Fairly easy to access it from the lower valance area. Its been there for 10 years and has never given me any trouble.
The block is a late 69 HP block but is not numbers matching to the car. I would say it was originally a 440 4BBL block that sometime in its life was made to be a 6BBL to go with the car's VIN, buildsheet etc.
The tranny is a 72 out of a B-body. The TC I am trying to use is new from Hughes...
Thanks, all I wanted to do was get rid of a driveline vibration and I ended up only making things worse. Kind of frustrating when you think you have it all figured out and Bam it kicks you in the ***.
I don't know if the internals are 6 pack or not. Maybe I will remove the TC weight and see how it drives after that.
Any idea what kind of vibration you would feel if you had and external balancer on an internal balanced engine?
They put down a bead weld on both sides of the weight. I would say about 3/4" long. That was my concern with just trying to knock it off with a chisel. Hopefully I can get my cutoff wheel in there....
