What color should they be? Semi gloss red?The dash frame appears to be painted with gloss paint which probably what was also used on the inner door shells. With the windshield out, now's the time to correct that, and also get the proper dash frame retaining bolts.

I think the factory painted them suede is so sun or bright lights would not produce glare to the driver.I remember a 66 Hemi Coronet in a large collector car collection near me with the mettalic red bench seat interior. The dash in it had been repainted gloss. It looked good but i also couldn’t get past the fact that it looked wrong and I was always surprised the owners didn’t correct it. But, it’s your car so you can do with it what you like.

The entire dash - top, front, roll under. But steering column is gloss - same as door tops and bottoms.Is the entire dash painted in satin or just the top?
No; floor pans have different contours. B-body seat tracks 1966-1970 should all interchange.Would the seat tracks from a “C” body (Windsor) fit a Belvedere?
Now that I think about it I had a 65 coronet front and rear seat in the car first and I found the 64 seats and they were mint so I changed them out .I have a 64 bench seat in my 66 Plymouth 2 door sedan and it went in the holes and had no issue .
