70 super bee wiper question

I have wiper motor that will not "park". When you turn off switch it just stops where ever it is and will not return to the park position. Is this a bad switch , motor or wiring problem in your opinions? thanks in advance for the help.
 
I would loosen the screws and look under the lid, there is probably where you find the error, there is a breaker that will reverse the wiper and cut the power when they are in rest position, that breaker is probably broke. Bad english, hope you get it ;-)
