Algae in fuel tank of diesel

From what I've read the bacteria can cling to the sides of fuel tank & just keep replicating. Need to add biocide & fuel to the brim to kill it all.Back in late 70's(?) my employer had 100k gals of diesel in storage because of fuel shortage and when they started to use it,it was plugging up screen filters that were about 5'high&2'dia. Ended up sucking it back out of underground tanks&re-filtering before we could use it. We got at least 1-2 tanker loads every night to keep up with usage.
