Clarification on the VIN allocation process

Can somebody please just clarify exactly how the VIN's were allocated to vehicles at the factory during production? It has bugged me for a while since I read a few posts on the subject a while ago.

As an example, is it possible to only have a single car with the last 6 digits unique.... *****123456, or did every factory produce a single car with the last 6 digits *****123456 ?

So what I am asking is - is it possible for these two cars to be genuine; RM23N0A123456, and RM23N0E123456 ?

Yes. It is possible as each plant issued their own VINs. Two similar models from two different plants could carry the same last six digits.
 
I saw an auction sale report of a 69 RR convertible a few years ago and the last 6 were 234567. The writer noted that as an interesting and unusual fact. First I've seen it.
