Extra vin tag

there is a long Narrow tag on the vin plate with F stamped into it? Any ideas?

To be clear, that is not a VIN tag.
The VIN for your car is likely mounted in the left door mounting pillar below the windshield.
 
A popular term is "Fender Tag". Chevrolets and other GM products often referred to them as Data Plates.
 
Yes, generally seen attached under the fender tag, not on top.
I saw one on a '68 GTX convertible that was attached inside the driver's side door hinge area - it was about 3 inches long. The new (then) owner of the car back in around 1998 wasn't sure what it was. I knew straight away and told him to record the details and photograph it. Body colour (green ...lol) and had never been moved since leaving the assembly line.
 
I just put it on there after removing it I had read somewhere that Fender Tags had a Plain steel Screw on one side and a painted screw on the other that is how they came. Yes, like 77RR shows that is how mine was mounted I need to put it back on the Opposite side then strip the Right screw of any paint then clear coat it plain steel Screw!

Yeah I will change the Tag to the proper Side then strip and clear Coat the one screw!
