I completely agree. My lab doesn't bark one bit and is very well manored. Even while the other dogs are barking up a storm she just looks at me and gives a couple wines. Sweet dog. Stays at me side always and tries to ignore the dog.
It is unfortunate for the dogs but if they or the city won't do anything....
Talked with the wife and we're going to take it up with the actual owners of the house, apparently these people are just renters from what she said. I thought they bought the place. I do own mine so I hope that gives me some pull.

No HOA. They wouldn't put up with me, lol.Do you belong to an HOA. As much as I hate them they might also be helpful.
Like they say in the Ozarks, if you can hear your neighbor's axe, you're too close.
Do they really have whistles that only dogs can hear? If they do I would get one and put it on the hose of my air compressor and when the dogs start barking just let it rip!
... So now I hear dogs barking followed by a drunk man, a raspy sounding wife, and a crotchity gramdmother screaming at the dogs to SHUT UP!! I'm starting to wonder if it was better when it was ONLY the dogs barking...

Most states have laws that support using deadly force on dogs. Usually worded as a "perceived threat". But that only goes for animals off their property and on yours that are causing trouble. Although I've had to do it before, shooting an animal should be an absolute last resort. Certainly, the OP's problem isn't that the dogs are getting off their property, so shooting them seems a tad excessive.
