I always mount them vertical ,no horizontal ,no any way I can. At my age whichever way to mount easiest is usually best. I was here but i,m leaving. this should be the check in post.

But back to the starter. I'm guessing that the starter you have is like millions of other GM starters, and the part where the mounting bolts go through is aluminum and it warps. So during the rebuild that piece is removed and the mounting surface is milled back flat. This in turn "raises" the starter bendix relative to the flywheel, which in turn makes it squeel like a bunch of cats trapped in cages while being run over by a steamroller.

Thus, the need for shims.
