Just an observation, there's a huge difference between "Parts ruined" (title) and "Never delivered" (posted). If you got a tracking number, then the seller honored his part of the sale agreement, and it's up to the shipper to tell you where the package is. This is entirely on the shipper, not the seller. After a reasonable amount of time, the package is considered lost. If they lost it and can't locate the package, then the seller would have to file a claim with the shipper and seek insurance costs (hopefully, for $700 someone insured it??). At that time he can refund your money, but why should he refund your money when the parts are, technically, enroute? If they do show up, then you have the parts and he's out the money and the shipping charges. Just sayin....
