I agree about the mph, but I would rephrase. Mph will be more indicative of what it CAN do, with a more drag oriented setup. Poor gearing and poor tires will make the E.T. poor, mph will tell you more about the actual power.
Interesting! I'm very new to running 1/4 mile (have made about 15 passes in 5 trips over a few years).
Best time my car did was 12.80 sec at 108 mph. I've consistently run high 12's to 13.0 and mph between 103-112. Funny my fastest trap speed was not my fastest ETA. Probably makes sense to those with experience. Nitto 555R drag radials. Sea level. 90F outside temp in August northern California, low humidity. Similar times different track, sea level, 75F outside temp September, low humidity.

Just based on the above, is it possible to estimate if the car is capable of improved ETA (say with a better driver or better tires)?

Yes for comparison on your 12.80,, my 64 runs low 12.60s at high 105/106. With a 383.
If you did indeed run 112, you should be seeing a 12.0/11.90 area.

Thanks. Yeah, I expected my mild 451 (391 RWHP, 523 Ft-lb RWT) to run much faster than 12.80 (which is still not bad for me). I think I need more practice, but the nearest track is 90 min away. I think my biggest problem is the launch since I don't want to spin the tires too much.

I weighed the car a few years ago and it was 3700 lbs without driver.
 
Wallace racing has an "ideal" calculator (basically a stocker/super stocker quality chassis). Theoretical best for 108 is 12.20s, 11.80s for 112. The theoretical would have to include perfect traction, correct gearing for the application (probably not something you'd want to drive on the street), and a bunch of converter.
And 3700 lbs is typical for a big block 68/69 b-body.
 
Update.
Had the opportunity to test the new torque converter.
110mph with old hughes 11" 3000rpm tq
114mph with new custom made 9.5"

Really bad track, my best 60 foot was 1.9076 sec.
I've been 1.68 on a prepped track.
On a good track I believe the car can go 11.6- 11.7s

Howards 250/254 dur 0.588/0.600 lift flat tappat cam

68 RR 383 stroked to 450cu. CNC stealth heads, 1 7/8 TTI headers full exhaust, 410 rear, quick fuel 830 black diamond carb
Last run of day was 12.48 at 117.4 MPH
Came at of the hole at 3,000rpm running P295/55/r15 Hoosiers
My friend was running 12.64 - 12.8 at 105mph
12.4 @ 117 sound right?
Note only power shifted second and fourth speed shifted third
 
Sounds right for a mid-high eleven, with a 727, and a good converter. You must be just KILLING the tires. Two plus second 60 ft.?

I’m not totally sure what you are asking for, but I will tell you this much, you can get into the 11s without even opening the hood. You can probably get there with practice alone. And it will take some practice. Or you can bolt on some better tires and get there quite easily

My daughter runs about exactly what you're friend does, well setup bracket car.
Your numbers can be traced directly back to your transmission. Like mentioned should be mid- high 11s. Getting a 4 speed to lay down automatic #s will be a challenge.
 
Can you post your other time slips. Something looks odd to me.

Also forgot to mention I’m running a dual plane intake edelbrock performer rpm which I thought should be better at low end not top end
 
You have plenty of power NOW, to run elevens. Your 89 and change 1/8mph shows that too, just like your 1/4 mi mph. 90 mph can be an easy 7.80 eighth.
Youre trying to find e.t. on the wrong end of the car.
Since you are a stick, my number one recommendation would be a set of real slicks, and hope you don't find the weak point in your drivetrain.
You might be tempted to try a drag radial, but they are not recommended for stick cars. DR'S don't like to spin, if they do, you have to back off the throttle to get them hooked up. Real slicks can work with some wheelspin, and still give good results.
If you can get that 1.9++ 60ft down to a mid 1.7, I think you can get 2 or 3 tenths to 660, and maybe 4 to5 in 1320. (And this estimate might be conservative)

Here is one of my old times lips, 1/8 mi, 90 mph.
(440, iron heads, 727 with a good converter, 3.91 gears, and slicks)

Your 330 to 660 is 2.77, mine is 2.72, very minimally faster. You are slow to 330 by a half second. THAT'S where you will find improvement, not shift speed or uncorking exhaust.
