I have seen many comments on R4 being called "Performance Red" but every paint chart I have seen calls it "Barracuda Orange". So where is anyone getting the name "Performance Red"?

A name is just a name. The paint formula is what the color "IS".

Dodge Plymouth Chrysler and Imperial often had different names for the came paint code for same year.

1969 R4 look it up at the paint store.

Now 1969 F6 is a different paint code for Dodge and Plymouth. Did R4 do the same?

I have heard it being referred to as "performance red" but not sure if that's official. I believe it was first introduced in 1969 models.

Where? What year and model?

Very often, the same paint colour and codes have different names. Dodge and Plymouth rarely used the same name for the same paint code.

For example, in modern colours, this Chrysler was painted in Velvet Red.

But it was called many different names, used on various Chrysler, Dodge, Jeep and Ram vehicles, as Delmonico Red, Demonico Red, Octane Red, Passion Red, Red Pearl, and Snazzberry.

I quite liked the colour, so I painted my Lexus with it. :)

There is no F6 equivalent for Plymouth in 69. Plymouth 99/97/97E Rally Green is a different color than Dodge F6

I'd always wondered about that. Sat in a brand new Rally Green Road Runner at a new car show in 1969, and that color stuck in my mind. Never looked quite the same to me on a Super Bee, but I thought that was just me.
