I called him this morning and told him not to do anything and I would pick up my radiator parts. I'm not paying him anything. He claims he had to disassemble the radiator to get the core size for the price. I said that's crap, after being in the business for 40 years he should have been able to get a core price quote without taking it apart. It's not that uncommon of a radiator.
I'll order a new US Radiator one as soon as I get a good source.

I don't know about MD but in California the work order has to have the total price listed and a signature for the shop to proceed. If there's a price change, they must call you and note the time and date before proceeding. There is a state division ( Bureau of Automotive Repair ) that takes complaints and has the power to shut them down if they don't comply. All shops are required to have a large placard telling consumers their rights if the shop screws with them. Even if you get your parts back and don't pay, I'd look for an agency and report them. Might save the next guy some grief.
Say what you will about regulation in California but if there weren't so many crooks we wouldn't need all the laws...
