I did a search for the rule book, or parts of it, and I think I have found the answer to my question (who the rule applys to). The rule appears to apply to "every" car no matter the E.T. or the type tire. Here is what the NHRA says for ET bracket racing, and I assume it is repeated for all other classes, faster or slower, if there are any slower.
SECTION 4A- page 5
SUPER PRO, PRO, SPORTSMAN
7.50 (*4.50) seconds & slower
DESIGNATIONS
NHRA SUMMIT RACING SERIES NATIONAL CHAMPIONSHIP
SUPER PRO: 7.00 to 11.99
PRO: 9.00 to 13.99
SPORTSMAN: 12.00 to 19.99
TIRES & WHEELS: 5
WHEELS
Must be automotive-type wheels suitable for street use. Minimum
wheel size: 13 inches (unless originally equipped with smaller
wheels and vehicle is equipped with original engine). The thread
engagement on all wheel studs to the lug nut, or lug bolt to wheel
hubs, must be equivalent to or greater than the diameter of the
stud. Length of the stud/bolt does not determine permissibility;
length of the engagement between the stud and lug determines
permissibility.

And more in General Regs section, for all cars, page 26 &27.. > http://www.nhra.com/UserFiles/file/General_Regulations.pdf

The rule is for everyone using thicker wheels than stock steelies.
Thus applies to front wheels as well.
Better safe than sorry.
Also remember metal valve stems 11.99 and quicker.

Good info, I never thought to ask about wheel studs.

Yep I figured that fronts were included since it says "all wheel studs". The example drawing in the rule book shows a thick wheel, but I have to disagree with the rule applying just to thick wheels. I'd think thicker wheels put on with short stock studs probably brought on this rule, but I'm fairly certain it applies to all wheels since it says "all wheel studs".. And for instance, if for whatever reason (spacers possibly), some guy came to race with steelies, short studs and/or not enough engagement and a tech guy saw it, he should't let the guy race. A steelie without enough thread engagement could come off just like a thick wheel, maybe easier, who knows. Obviously a thick hub is easier for someone to not follow the rule with tho. Not trying to start a debate but that's how I interpenetrate the rule. If not it would say "all thick wheel's studs". NHRA seems pretty good about being specific with the rules when they need. They're covering their butts also not just the racers.

NHRA has a rule for wheel spacers, too. If I'm not mistaken (I don't have my NHRA rulebook here), max wheel spacer thickness is 0.250".
