How do I get the coupler retainer to hold to the coupler housing?

That's a good one. Years ago Chrysler had a TSB on that and it called for a spring steel clip that actually wrapped over the retainer and ended in the roll pin ends. As far as I know they are no unobtainable. I think there are aftermarket boot type covers for the coupling.

This ones mine. Wish I had more.

I might have to make something like that. Those little tangs on the coupler flange don't hold that well....especially after the column has been in and out many times over the years.

Good question, and I have the answer! Chrysler Co., as many of you know used many parts on many cars and trucks for many years that are the same item. On the 1993 W250 I just recently completed, I had to replace this system. Chrysler has the kit, it's available, just look for it at the dealers. It's a complete rebuild kit, new rubber, new clip/cap, new U-joint inner guts, and pin. The clip/cap is only good for maybe 2 uses then it has to be tossed for a new one.

Here's a pic of this recently completed install on the said truck. Oops! I lied! I should have taken a pic, but, didn't! Sorry!

There was a guy building those TSB clamps a few years back.

Can't remember his name however but hey did/do still exist. Reasonably priced as well.

Take a two long nylon tie straps (or a couple shorter ones banded together), tighten them diagonally across the coupler to hold the retainer and seal tight against the coupler. Take a hammer and small punch and flatten the little tangs down just past the little holding tabs on the coupler. Turn the wheel to access all sides and cut the tie straps when done. Best way I've found to do it.

...and just a reminder to everyone....don't go beating too hard with hammers on the steering column. That is a great way to damage seals etc.
