Yeah they do
Clarification- all utilities must belong to the system. However small local groups may not respond to a 1call locate. They are usually sewer/water/small CATV/small telephone companies. It would cost them a small fortune responding to every dig request. They must belong to the 1call system but choose not to respond, have no way to locate, or just push the "all clear, no facilities".
