That's exactly what's happening with the throne I'm sitting on currently.The seal (flapper my name for it) gets hard and doesn't seal. The seat below that the flapper sits on could be damaged. That was bad on a toilet I had replaced toilet for other reasons. Weeping inlet shut valve.
Usually it’s so slow you don’t notice it. If you shut the supply off, the water will slowly go down. Hope this helps.Next step in the battle - had no leakage or bubbling there thinking it was ok. So far: Toilet is up 3 wins to my zero. lol

Did the OP look at the washer/disk that seals the fill valve when the float presses on it?
In my experience that's one of the most common issues.
dam dude , its the seat that the flapper valve closes on .......the above parts aint gonna fix it !!Mentioned earlier the toilet was winning 3 to 0 and it’s now 4 to ahh 0. At first, I figured it was the gasket beneath the flusher valve, it was bad and easy fix. Didn’t have success after all the crap (how applicable huh?) I’ve done, the sucker STILL leaks into the bowl. This has been a problem longer than I thought too, just became more noticeable.
The flusher valve (on the left) doesn’t seat well enough to stop the trickle-leakage into the bowl. Only way I get it to stop is pressing firmly down on this. This is with the new gasket I put in. Reseated it and same result. Put in a new inlet valve that isn’t a good match to the original as I thought it should be, the design of the top is higher than the old one so dealing with it to allow the tank top to sit right.
Anyway, the hassle looks to be the flush valve seating. Going to try another gasket since it’s easy and also ordered a new valve assembly thru Amazon. If this doesn’t work, we’ve been considering a new toilet anyway. Could be this one is cursed

If ya see the flush valve on the left in my photo, that gets raised up by the lever connected to that loop at the top allowing tank water to make the flush. When letting go if it – it floats back down to a rubber gasket that’s supposed to seal off the tank. No flapper setup here. Something is amiss as despite a new gasket, it doesn’t seal unless I press down on it. Let it go and the trickle of water restarts into the bowl. That part seems fine, no cracks, warpage, etc. New gasket seems to insert perfectly. MO, must be something goofed with the assembly beneath it, all I can guess. Took the guts out and tank off as they needed serious cleaning since having to work on it, not intending to replace them, a CLR bath.dam

With the tank off. Take the big nut off the bottom, remove the fill tube. You will see a rubber seal that seats between the bottom of the tank and the fill tube. It looks like you have hard water, (not as hard as Arizona). Replace that o-ring, gasket, whatever it is and it will fix it. Make sure there’s no mineral deposits on the bottom of the tank. It will leak out, but the seal between the tank and bowl, keeps it from leaking where you could see it. I know that’s what the problem is. If you’re getting complete new guts for it, that will be included.
