Well this may be a stupid brake question: where to measure to determine if I have 10 or 11s?

Look closely at the first picture where the linings start and stop
 
Your brake shoes appear to be installed upside down. Lining surface should be closer together at the top not the bottom.

Thanks for bringing that up. When my neighbor saw me taking the pics I mentioned how the shoes are sometimes put on wrong but it will take someone who messes with drums brakes more than me to spot it so I'll see what the forum says.
On each side I do have the shorter lining facing towards the front as the picture indicates.

The shoes are on correctly, but the primary lining is a bit short..
